Area-wide land registration in Morocco (IFE): how to check whether your land is affected

An area-wide operation can register a whole rural zone free of registration charges. It is announced locally, so an heir living abroad may never hear of it. Here is where to check, which deadlines matter and what to prepare before the title is issued.

According to TelQuel (28 October 2026), the land registry agency (ANCFCC) expects about 480,000 new land titles in 2026, including 173,500 from area-wide land registration, known in Morocco as IFE, over 1.2 million hectares. For 2025, Finances News reports 147,000 rural titles issued under these programmes.

For a rural owner, this is a chance to obtain a title without paying registration charges. For an absent heir, it is also a risk: once the title exists, a right not shown on it can no longer be exercised against the land. If you hold a moulkia or old deeds, the time to act is before the on-site survey, and at the latest before the boundary survey.

How to tell whether your land is in an IFE zone

We found no national public list of the zones opened in 2026. The check therefore takes four steps, from simplest to most reliable.

CheckWhereWhat to look for
1. The municipalityDeed, administrative certificate or the communeThe dahir applies to zones outside urban municipal boundaries. Land in town is not affected.
2. The Official BulletinWebsite of the Government General Secretariat, Arabic editionAn order headed « إحداث وتحديد منطقة للتحفيظ الجماعي » that names your commune, or a six-month extension. Note its publication date. Example: Official Bulletin no. 7449 of 20 October 2025 carries 29 such orders and 26 extensions.
3. Local noticesLocal authority, commune, land registry, cadastre officeThe order is posted there. Announcements may also be made by town crier or at weekly markets.
4. The land registryRegistry office for the provinceWhether the plot is in the zone, whether it already has an application number, and in whose name. Bring the place name, a sketch or GPS coordinates, and the neighbours' names.

The fourth check is the decisive one. A commune named in an order proves little: the order defines a zone, not your plot. For land that already has a title, the ownership certificate remains the right document.

What an area-wide operation is, and what it is not

In the ordinary procedure, the owner applies for registration and bears the cost. In an area-wide operation, the administration opens a zone, surveys the plots and prepares the applications. The ordinary 1913 procedure still applies wherever the 1969 dahir is silent.

The ANCFCC describes this procedure as optional and free, except where there is an objection. Zones are chosen partly for a high share of private ownership and a low registration rate, according to a study published on maroclaw.com. Tenure status matters: a collective, guich or state-owned plot is not handled like private melk land, and the administration checks for overlaps with existing titles, the public domain and administrative demarcations.

The stages, and what to do at each one

StageWhat happensYour action
1. OrderPublished in the Official Bulletin and posted locally. The one-year period starts.Note the date. Tell all the heirs.
2. Plot surveyPlots and presumed owners are identified on site, sub-zone by sub-zone.Attend or be represented, with your documents.
3. ApplicationsThe registrar files them within the deadline. A plot list and plan are then deposited with the local authority.Check names, shares and area.
4. Boundary surveyThe schedule is posted at least one month ahead and owners are summoned. It can proceed in their absence if the registrar has enough evidence, but must then be accepted.Attend, and check the limits with the neighbours.
5. Closing noticePublished in the Official Bulletin. The objection period runs for two months.File an objection if a right has been left out.
6. DecisionWith no objection, the registrar can register the land. With one, the file goes to the court of first instance.Check the title issued.

If the boundary survey cannot be completed, the registrar may cancel the application. The land then stays unregistered, with the same uncertainties as before.

Heirs and Moroccans abroad: the risk is being absent

The survey takes place on the ground and relies on the people present and their papers. If only one heir is there, or a neighbour has farmed the plot for years, the application may not reflect the whole family. This is not necessarily bad faith: it is what the surveyor sees that day.

Once the title exists, there is very little room left. It cancels and clears earlier rights not mentioned on it (article 1 of the 1913 dahir). It is final and cannot be challenged (article 62). No claim can be brought against the property for an injured right; only in a case of fraud can a personal claim for damages be made (article 64).

A working list to prepare, to be confirmed with the registry:

  • the death certificate and the deed of heirship;
  • the moulkia, old deeds and any document on the plot;
  • the heirs' identity documents;
  • a power of attorney to someone on site, if nobody can travel;
  • a sketch, dated photos and the neighbours' names.

During the procedure, the list of applicants or their shares can still change: the 1969 dahir (article 10) then provides for an amending statement, deposited with the local authority and announced in the Official Bulletin. If the closing notice has already appeared, a new two-month period opens for objections linked to those changes. It is better done early. A title in the names of several heirs does not settle the division: the exit from joint ownership still has to be organised.

Deadlines and costs not to confuse

Free registrationApplication filed within one year of the order's publicationPossible extension of up to six months. After that, the ordinary procedure generally remains, at your own cost.
ObjectionFrom the application until two months after the closing noticeMade in writing or orally to the registrar, or to the surveyor during the boundary survey. The objector files supporting documents and pays the court tax and pleading fees, or proves legal aid, before the end of the month following the objection period. Otherwise the objection is void (articles 25 and 32 of the 1913 dahir).
Late objectionAccepted exceptionally by the registrar (article 29 of the 1913 dahir)The delay must be justified, and the file must not yet have gone to court.

We give no total duration: it depends on the zone, the number of plots and any objections. Nor do we quote an amount for the tax and fees, which depend on the file. See also our guide on objections to land registration.

If your land is affected: your options

Message us on WhatsApp with the commune and any moulkia, order or photo of the notice. We tell you how we can help and at what price. We do not carry out boundary or land surveys: these belong to the administration or to sworn surveyors.

A sale or division planned before the title is issued? Unregistered property has to be valued with its legal risk. Land valuation explains how we work, with valuations from MAD 3,500 excl. VAT.

✓ As soon as you hear of an operation
  • Find the date the order was published in the Official Bulletin.
  • Ask the registry whether the plot has an application number, and in whose name.
  • Tell all the heirs and appoint a representative on site.
  • Gather the deed of heirship, the moulkia and old deeds.
  • Note the date of the closing notice: the objection period depends on it.

FAQ

How do I know whether my land is affected by area-wide registration?

Look in the Arabic edition of the Official Bulletin for an order opening a zone that names your commune, then ask the land registry whether your plot is in the zone and has an application number. Notices at the local authority and the commune are another clue. We found no national public list of the 2026 zones.

Is area-wide registration free?

Yes, for applications filed within one year of the order's publication, a period the ministry can extend by up to six months. The costs of an objection (court tax and pleading fees) remain payable by the objector.

Is it compulsory?

The ANCFCC describes the procedure as optional. But doing nothing is not neutral if someone else is recorded on the plot: if a title is issued without your rights, they can no longer be exercised against the land.

I live abroad and inherited unregistered land. What should I do?

Have the zone checked by a relative or a professional, gather the deed of heirship and the moulkia, and give someone on site a power of attorney. What matters is being represented at the plot survey and the boundary survey, then checking names and shares.

What is the deadline for objecting?

From the filing of the application until two months after the notice closing the boundary survey is published in the Official Bulletin. A late objection may exceptionally be accepted by the registrar if the delay is justified and the file has not gone to court.

What if the title has already been issued without me?

The title is final and no claim can be brought against the property. Only a personal claim for damages against the author of a fraud remains (article 64 of the 1913 dahir). Have your file reviewed without delay.

Do you work in rural areas?

Yes, from our network outside our six cities. Valuations start at MAD 3,500 excl. VAT with a quote within 24 hours. ReaConsult does not carry out boundary or land surveys.
