How to benefit from CSF OFPPT — company procedure 2026
The Special Training Contract lets Moroccan companies recover up to 70% of training pedagogic cost via the Professional Training Tax (TFP, 1.6% of payroll) they already pay. Step-by-step procedure, calendar, standard dossier.
The CSF system is one of Morocco's most underused training financing mechanisms. The procedure is structured but requires anticipation — starting in October N-1 for year N.
Eligibility conditions
Moroccan company subject to TFP (1.6% of payroll). Up to date on CNSS contributions for the year. Holding an Access Certificate to CSF system delivered by OFPPT. Training aligned with company activity and deployed by a referenced training organism.
Step 1-3 — Access Certificate, diagnosis, training plan
Access Certificate: annual procedure starting October N-1 for year N. Pieces: statutes, fiscal identifier, CNSS attestation, latest TFP declaration, training correspondent identification, foreseen plan. Certificate received in 2-4 weeks. Strategic diagnosis: map needs, profiles, business objectives, target budget. Free consultation with specialised cabinet. Ceilings and rates by TFP declared
TFP < MAD 20,000: refund ceiling = 10 × TFP. MAD 20,000 ≤ TFP < MAD 200,000: fixed ceiling MAD 200,000. MAD 200,000 ≤ TFP < MAD 3,000,000: ceiling = declared TFP. Maximum rate: up to 70% of pedagogic cost for planned formations.
Step 4-5 — Execution and refund request
Execution: during deployment, signed attendance sheets, end-of-training attestations, hot evaluation by stagiaires, cold evaluation 3-6 months later. All documents will constitute refund dossier. Refund request: dossier to file by April 30 N+1 with CSF OFPPT cell. Signed request, conventions and invoices, attendance sheets, evaluations, payment justifications, recap table. OFPPT payment in 2-4 months after complete conforming filing.
Pitfalls to avoid
Dossier filed after April 30 — auto-rejected. Trainings without obvious activity link — partial refusal risk. Organism non-referenced at time of training. Incomplete attendance sheets. Excessive pedagogic costs vs market — OFPPT capping.
