How to instruct a property valuation in Morocco from abroad — a practical guide

You are in London, Paris, Dubai or New York; the property is in Casablanca or Marrakech. Here is exactly how the instruction works — the documents to gather, how to verify the valuer's credentials independently, what timelines and fees to expect, and how the coordination with your Moroccan subsidiary or counsel runs in practice.

What documents should I prepare before instructing?

The valuer can obtain some of these locally, but every document you provide up front shortens the timeline. The core file:

  • Title reference — the titre foncier number (and ideally a recent ANCFCC ownership certificate). If you only have the property address, the valuer can work from it, but the title reference removes ambiguity.
  • Plans and surfaces — architect's plans, the cadastral plan, or at minimum any surface documentation you hold (deed of sale, co-ownership regulation for apartments and offices in condominium).
  • Leases and rent roll — for income-producing assets: signed leases, current rent schedule, service-charge arrangements, arrears position.
  • Permits — building permit and conformity certificate where the asset is recent or has been modified.
  • Accounts — for trading assets (hotels, clinics, schools): three years of operating accounts, treated in strict confidence.
  • The purpose — tell the valuer what the report is for (acquisition, financial reporting, financing, dispute, internal decision). Purpose determines the basis of value, the applicable Red Book modules, and who may rely on the report.
  • Site access contact — the person locally who can open the door: building manager, subsidiary office manager, tenant contact, or the notary handling the transaction.

How do I verify that the valuer is genuinely RICS-certified?

Independently, in two minutes, and you should always do it: use the official "Find a member" / "Find a Surveyor" search on rics.org, which lists every current RICS-qualified professional worldwide. Ask the firm for the individual valuer's name and RICS membership number, and check it yourself on the RICS site — do not accept a logo on a website or an email signature as proof. Additional checks worth making:

  • Registered valuer status — for Red Book valuations, ask whether the signatory operates under the RICS Valuer Registration scheme.
  • Who signs — confirm the RICS-qualified individual will personally sign your report, not merely "supervise" a report signed by others.
  • Independence — ask the firm to confirm in writing that it has no brokerage interest in the property and no relationship with the counterparty.

What happens between instruction and delivery?

The standard sequence for a cross-border instruction, as we run it:

  • Day 0 — scoping call and terms of engagement. A short video call to confirm purpose, basis of value, property scope and reliance. You receive written terms of engagement (a Red Book VPS 1 requirement) for electronic countersignature.
  • Days 1–3 — document collection and site visit scheduling. The valuer coordinates directly with your local contact; you are copied, not burdened.
  • Site inspection — physical inspection with dated, geolocated photographs; measurement checks; meeting with the local manager where relevant.
  • Analysis and draft — evidence gathering, method application, cross-checks. For a standard single asset, a first draft typically follows within about a week of the inspection; complex or trading assets take longer.
  • Factual review and final delivery — you and your local team review the draft for factual accuracy (not for the value conclusion — independence applies); the signed final report is delivered electronically to all stakeholders simultaneously.

What does it cost?

Fees depend on asset type, complexity and purpose — not on value alone. For foreign instructions, the primary deliverable is a signed English-language reportcompliant with RICS Red Book Global Standards 2025 — terms of engagement, basis of value, methodology, evidence schedules, sensitivity analysis, assumptions and the signatory's RICS reference. A French version can be delivered in parallel for Moroccan counterparts (banks, notaries, counsel), with identical structure and numbering so cross-references are unambiguous. Delivery is electronic (signed PDF); hard copies on request.

Can I use the report in a dispute or in court?

An independent valuation commissioned by you is usable as free evidence in negotiations and adversarial proceedings — price discussions, insurance claims, shareholder or family settlements, discussions with the tax administration. For judicial proceedings, be aware of how Moroccan procedure works: the court appoints its own expertfrom the official roster for judicial expertise. Your privately commissioned report informs your position, arms your counsel and frequently frames the debate — but it does not replace the court-appointed expert's report. Any firm promising you a privately commissioned valuation that is "admissible as the court's valuation" is misstating the procedure.

How does coordination with my Moroccan subsidiary work?
