Investing in logistics land in Morocco: where to look, which incentives, which limits

The warehouse and logistics land market publishes little data. Here is what is established, how to choose a zone for your freight flow, where to find land, what the State offers, and the questions that have no public answer.

Loading docks of a logistics warehouse
A warehouse is judged on its docks, its road access and its land status before its rent.

You are considering buying land to build a warehouse, buying an existing warehouse, or leasing one. This article answers in order: what is known about the market, which zone for which flow, where to look for land, what the State offers, and what to do before signing.

It complements the overview of the State's logistics strategy and builds on the guide to Morocco's free zones. It is not an offer of land: ReaConsult does not sell land or plots.

1. A market that publishes little: what can be said, what cannot

Land and warehouse transactions are mostly private, between an owner, a developer and a buyer. To our knowledge there is no public register of logistics land prices, and we found no public consultancy study on grade A warehouse stock (the most recent and best equipped), yields or land prices by hub. Estimates of market size found online diverge widely from one source to another: we do not repeat them.

The only rent benchmark we can cite comes from listing portals. It must be read for what it is: asking prices in listings, not concluded rents. In October 2026, listings in Greater Casablanca (Bouskoura, Mediouna, Sidi Maarouf, Ain Sebaa, Lissasfa) show about MAD 35 to 66 per m² per month. The gap between an asking price and a signed rent depends on the property, the lease term and the negotiation. We publish no yield and no land price, for lack of a source.

On the demand side, the often-cited sectors (e-commerce, automotive, aerospace, large retail) do not come with verifiable floor-space needs in the sources we read. Anyone giving you a vacancy rate or a "market" yield should be able to name their sample.

2. Which zone for which flow: a decision grid

The right location depends first on the goods and their route. The grid below is a reasoning tool, not a site recommendation: it links each flow to what public sources establish.

Table 1: freight flows and location leads
FlowWhat matters firstPublic leads to examine
Container export and importDistance to port, customs access, zone regimeTanger Med zones (including MedHub), 11.1 million TEU handled in 2025; industrial acceleration zones
National distributionAccess to the consumption basin and road networkGreater Casablanca: AMDL zones (Oulad Saleh, about 70 ha; Nouaceur, 120 ha planned; Zenata); private supply on the periphery
Regional supplyProximity to producers and regional citiesRas El Ma in Fez (works under way), AMDL zone in Kenitra (under way), Laqliaa in the Souss (plots sold)
E-commerceDelivery time, proximity to customers, variable volumesNo public demand data by zone was found; base the decision on your own delivery map
Cold chainEnergy, equipment standards, proximity to ports or production basinsNo dedicated cold-storage zone found; the TPME scheme mentions cold storage (see section 4)

Areas and statuses of zones: see the table in the article on the State's strategy. Traffic data: Tanger Med port authority communiqué, relayed by Hespress on 02/02/2026.

Two criteria come back for any flow: distance to the customer or port, measured in real travel time, and the status of the land. The second is the one listings mention least.

3. Where to find logistics land

The existing entry points, from the most public to the riskiest.

  • AMDL is the public developer of its zones. Laqliaa is sold; Oulad Saleh, Ras El Ma, Zenata and Nouaceur are under construction, launching or planned (MAP communiqué of 22/01/2026).
  • Industrial acceleration zone developers. At Tanger Med, TMSA and Tanger Med Zones offer plots and buildings; MEDZ (a CDG subsidiary) develops the Atlantic Free Zone in Kenitra, among others. Prices are not published: ask the developer.
  • The Ministry of Industry and Trade industrial land platform (zonesindustrielles.ma), launched in Rabat on 16/05/2022, lets you search by area, location, price and facilities, and contact the developer. We could not open it on 30/10/2026 from our tools: check it directly.
  • The Regional Investment Centre (CRI). It processes and supports projects; it does not sell land. The regional unified investment commissions (CRUI) come under Law 47-18 of 2019, reformed by Law 22-24.
  • Private land. The most open route, and the one that demands the most checks (see below).

Private land: five checks before any promise

  • The zoning of the development plan: is the land in an activity zone, or is a logistics use permitted there?
  • The planning information note issued by the urban agency, which says what the land can receive.
  • Land status: registered title or unregistered land, charges and registrations, co-ownership or undivided ownership.
  • Access: real service by a road that carries trucks, and trailer turning radius.
  • Utilities: electricity, water and sewerage available at the plot boundary, or to be connected.

On agricultural and collective land, caution is needed. Law 62-19 allows public limited companies and partnerships limited by shares to acquire agricultural land outside the urban perimeter, under specifications; the SARL is not included, and the press recalls a historical ban on foreigners. For collective land, we found no clear published rule on long-term leasing for a logistics project. These cases call for legal advice before any payment.

If you then need a reliable measurement of area or boundaries, surveys and boundary marking are carried out by partner land surveyors: we do not carry them out ourselves.

4. What the State offers: Investment Charter 03-22

The elements below come from the business press (Hespress, 26/01/2023 and 03/03/2023), as we could not re-read decree 2-23-1 in the Official Bulletin. The Official Bulletin prevails. For detail and cumulation cases, see the article on the Investment Charter and industrial property.

Table 2: support schemes as reported by the press
SchemeReported conditionsReported benefits
Main Charter schemeInvestment of at least MAD 50 million with 50 to 149 stable jobs (threshold of 50 set by an order of March 2023), or at least 150 stable jobs with no amount thresholdSectoral premium of 5% of eligible investment; territorial premium of 10% or 15% depending on the province; common premium (rates not verified); cumulation cap of 30%
Strategic projectsInvestment of at least MAD 2 billion and national-interest criteriaNegotiated benefits
Very small, small and medium enterprises (TPME)Investment of MAD 1 to 50 million, turnover of MAD 1 to 200 million, self-financing of at least 10%Employment, territorial (10% or 15%) and priority-sector premiums; cap of 30%; logistics eligible but with no additional sectoral premium according to the press

Four points to retain for a logistics project.

  • Logistics and transport appear, according to Hespress (26/01/2023), among the priority sectors of the sectoral premium of the main scheme. Le Matin (12/05/2026) says logistics is among the Charter's priority sectors. The list in the order has not been re-read.
  • For TPME, Hespress (14/11/2025) writes that logistics is eligible without an additional subsidy (cold storage and logistics units in ports). Le360 (08/11/2025) does not list it among priority activities. The employment requirement also differs between sources: one stable job per million dirhams invested for one, 1.5 for the other. The Official Bulletin text (no. 7454 of 06/11/2025) settles it.
  • We found no premium that covers the price of land. A land provision can be negotiated for strategic projects.
  • The planning derogations of Law 22-24 are, according to the press, limited to industrial and hotel projects. A pure warehouse therefore cannot assume them: the development plan zoning applies.

Last point, the most fragile: cumulating the benefits of an industrial acceleration zone with Charter premiums. Article 43 of Law 19-94 made zone benefits exclusive of any other; according to the press, draft law 56.23, adopted by both chambers (early May 2024 for the second), repeals it, but we have not verified its publication in the Official Bulletin. Cumulation is therefore not a certainty: check it on your file with the CRI.

5. Buy the land, lease, or build

There is no general answer, and we promise no yield. Each option shifts a risk.

Table 3: three ways to set up
OptionWhat you controlWhat remains to check
Buy land and buildDesign, docks, possible extensionZoning and permit, utility connections, cost and duration of works, resale
Buy an existing warehouseFast commissioningConformity of buildings with the permit, state of docks and slab, existing lease
LeaseFlexibility, capital not tied upLease term and indexation, clear height, inability to modify the building

In an industrial acceleration zone, the authorised company may buy the land needed for its project, or lease it: the developer also leases buildings, hangars and hardstanding. But the regime is attached to the authorised company, not to the land, and resale of a plot calls for checks (the buyer's authorisation, the plot contract's conditions, the tax consequences of article 27). The detail (authorisation, foreign-currency settlement, resale) is in the guide to Morocco's free zones.

For an asset that will be resold, prudence fits in one sentence: the value of a plot does not depend on the tax position of its current holder, but on what the possible buyers would pay. When those buyers are restricted, adapted comparables account for it, not a standard discount.

6. Before buying: what an appraisal provides, and what it does not do

A firm whose experts are RICS-certified, like ReaConsult, estimates the market value of land or a warehouse, and its rental value, with comparables, assumptions and limits written out. The report is documented and verifiable line by line: it binds no one, and lets you negotiate or decide with an explainable figure.

What an appraisal does not do: it does not find land, does not put you in touch with a seller, promises no yield or capital gain, and replaces neither the notary, the lawyer nor the CRI. It takes into account the status of the plot, the footprint, access, zoning and, in an industrial acceleration zone, the circle of possible buyers, since only an authorised company can operate the plot. Our page on industrial and logistics property appraisal describes the engagement. From MAD 3,500 excl. VAT, quote within 24 hours, report within 5 to 8 working days.

Before committing to land or a warehouse, a documented value avoids paying a price based on a listing: see the page on industrial and logistics property appraisal in Morocco.

✓ Before buying or leasing logistics land or a warehouse
  • Development plan zoning and the urban agency's information note obtained.
  • Land status checked: title, charges, undivided ownership.
  • For an industrial acceleration zone: authorisation, internal rules and resale conditions read.
  • Cumulation of incentives requested from the CRI in writing and dated.
  • Listing asking prices treated as asking prices, not as rents.
  • Market or rental value established on comparables before committing.

FAQ

How much does it cost to rent a warehouse in Morocco?

The only public benchmark we can cite comes from portal listings: about MAD 35 to 66 per m² per month in Greater Casablanca in October 2026. These are asking prices, not concluded rents, and they vary with the property, the zone and the lease term.

Where can I find logistics land in Morocco?

From AMDL for its zones, from industrial acceleration zone developers such as Tanger Med Zones or MEDZ, from the Ministry of Industry and Trade platform (zonesindustrielles.ma), or on the private market. The CRI processes projects but does not sell land.

Is logistics eligible for Investment Charter incentives?

According to the press, logistics and transport appear among the sectors of the 5% sectoral premium of the main scheme, and logistics is eligible for the TPME scheme without an additional sectoral premium. Official Bulletin texts prevail: ask the CRI to confirm on your project.

Can an industrial acceleration zone and Charter premiums be cumulated?

It is not a certainty. Article 43 of Law 19-94 made zone benefits exclusive of any other; according to the press, draft law 56.23 repeals it, but its publication in the Official Bulletin is not verified. Confirm on your file with the CRI.

Can a warehouse benefit from a planning derogation?

According to the press, the derogations provided by Law 22-24 are reserved for industrial and hotel projects. A pure warehouse should not assume them: development plan zoning applies, and the urban agency's information note says what the land can receive.

Can I buy agricultural land to build a warehouse?

This is a case not to handle alone. Law 62-19 allows public limited companies and partnerships limited by shares to acquire agricultural land outside the urban perimeter, under specifications; the SARL is not included. This text deals with acquisition, not with the right to build. Legal advice is needed before any payment.
