Tangier and Tétouan free zones: TFZ, Melloussa, Automotive City, zone by zone
Tanger Med Zones reports 3,000 hectares and nearly 145,000 jobs for 2025. Behind that total are zones with different uses and statuses. Here they are compared, and why valuing a factory in TFZ cannot rely on the city's comparables.
For an executive, “Tangier free zone” covers at least eight sites. They differ in purpose, size and legal status. Some are industrial acceleration zones (ZAI) created under Law 19-94, others are the developer's business zones or zones whose status is not established, another is an office park. Mixing them up risks choosing the wrong site or valuing an asset wrongly.
This article uses the figures published by the developer and the press, with their dates, and says when a status is not established. The general framework (what a ZAI is, who to contact, buying or reselling a plot) is in our national guide to free zones.
Tanger Med Zones in 2025: what the figure describes
According to the group communiqué relayed by the press on 13 April 2026, Tanger Med Zones covers 3,000 hectares, more than 1,500 companies and nearly 145,000 jobs. Industrial turnover for 2025 reaches MAD 188 billion (+8%), of which MAD 125 billion for automotive (+6.8%), MAD 50.4 billion for logistics (+9.6%) and MAD 12.7 billion for other industries (+19%). The group cites 84 new projects, for MAD 4.9 billion of investment and 11,776 jobs. No export data is published in these sources.
The neighbouring Tanger Med port handled 11,106,164 TEU (twenty-foot equivalent containers) in 2025, according to the port authority communiqué relayed by the press on 2 February 2026. The port is one reason the zones exist: Law 19-94 even provides that the port or airport operator may develop and manage a zone located in a port or airport area (art. 8).
These totals are a developer's. They say nothing about the price or availability of a plot, and we found no price or rent published by the developers.
The zones, compared by use
| Zone | Use | Published area | Status established? |
|---|---|---|---|
| Tanger Free Zone (TFZ), near Ibn Battouta airport | Various industries and logistics | 440 ha per the press; not stated on tangermed.ma | Export free zone created by decree: 2-96-511 of 10/11/1997 (secondary source; OB to be confirmed) |
| Tanger Automotive City, Jouamaa | Automotive and suppliers | 260 ha, then 517 ha after 2019; 1,185 or 808 ha per the press; 720 ha on tangermed.ma | Created 2011 per the press; draft decree 2.24.657 (amending decree 2.10.337), adopted according to the press at the Council of 12/09/2024; publication not verified |
| Melloussa automotive zone | A car maker's site | 300 ha, site cited by tangermed.ma | Legal status not verified |
| Tanger Tech and Cité Mohammed VI | Industry and new town | Tanger Tech: 493.95 ha (draft extension). Cité Mohammed VI: 2,167 ha in total, of which 87 ha serviced and saleable since 2023 | Tanger Tech: decree 2.19.345 of 24/05/2019 (Laaouama and Sebt Zinat); draft extension decree 2.25.150, Council of 13/03/2025. Cité Mohammed VI: status not verified |
| Medhub | Port logistics | 200 to 250 ha per TMSA documents | Port logistics zone; areas diverge |
| Ksar El Majaz | Export zone of the Tanger-Mediterranean special development zone | n/a | Draft amending decree, Council of 5 March 2026 |
| Tétouan Park | Industry and business | 156 ha; 126 projects and 4,000 jobs at completion (tangermed.ma); in 2023, 36 operating projects and 1,600 jobs (Le360) | Decree not read |
| Tétouan Shore | Offshoring: offices (ITO, BPO, KPO) | 90 ha (tangermed.ma) or 20 ha of which 6 developed (Le360, 2023); 22,000 m² of offices in phase one | ZAI status not verified |
| Fnideq economic activity zone | Warehouses and business | 95 ha (10 ha in phase one), 76 warehouses | Business zone, not a ZAI |
Three remarks. Areas come from different sources and years: do not add them up, and do not compare them with the 3,000 hectares overall. Tanger Automotive City is already within those 3,000 hectares. Finally, we publish no distance between these zones and the port or airport: we have no dated source to cite, and a measurement on a plan does not replace actual travel time.
What the status means for the occupier
For a company installed in a ZAI under Law 19-94, the 2026 CGI provides corporate tax exemption for 5 financial years from the start of operations (art. 6-II-B-8°), then 20% for financial years opened from 1 January 2026 (art. 247-XXXVII-A-2). The standard rate is also 20%; after 5 financial years the rate is no longer reduced compared with the standard rate. The only difference in corporate tax is the exclusion from the 35% rate for net profits of at least MAD 100 million (art. 19-I-B). Companies installed before 1 January 2021 keep the earlier regime on a transitional basis (8.75% over 20 financial years), excluding construction or assembly sites, credit institutions and insurers; after the 20 financial years, art. 19-I A or B applies from 2027, and exclusion from the 35% rate is not assured for them. To check on each file. Companies working in the Tanger-Mediterranean special development zone and the Tanger-Mediterranean Special Agency have their own provisions (art. 6-II-B-9° and art. 129-IV-7°).
The decisive point for property: these benefits attach to the authorised company, not to the land. A buyer does not inherit the seller's tax calendar; it must obtain its own authorisation (Law 19-94, art. 11), decided within 30 days of filing (art. 12). These articles are cited from the consolidated 2001 version we read: the law has been amended since, and each point should be confirmed against the text in force. The regime stays tied to the activity: articles 40 and 41 ban retail sales and residence in the zone. If you hold a plot, also reread article 27 on transfer back before the tenth year after authorisation, presented in the national guide.
Why a TFZ factory is not valued with the city's comparables
An industrial plot on Tangier's outskirts and a TFZ plot do not address the same buyers. The first sells to any manufacturer or logistics operator. For the second, the law itself sets no restriction on transfer, but only a company that obtains the authorisation may operate the plot, and the plot contract may add conditions. An appraiser using city sales as references would assume a market the plot does not have. Below are the general methodological guidelines, without a figure.
Comparables. They are sought first in equivalent zones (same type of activity, same service level), then, failing that, in wider markets with reasoned adjustments. When transactions are missing, which is common in zones, the report says so and falls back on rental value or replacement cost, depending on whether others could reuse the building.
Footprint. We value what the holder owns: plot area, real right (freehold, surface right or lease from the developer), easements, common areas. Buildings for an automotive or logistics unit are often sized for a specific process, which weighs on alternative use.
Authorisation. Does one exist, for which activity, with which completion deadlines (art. 13), and does it match what is built? The developer's internal rules (art. 14) and specifications complete the reading.
Plot status. A built plot and a bare plot carry neither the same risks nor the same buyers. A plot leased from the developer is not an asset one sells.
Finally, market value does not depend on the current occupier's tax position: it reflects what the market of possible buyers would pay. An exemption running for the seller is not a gain on the land. We quantify no discount or premium here: it is justified file by file. Our case studies, such as a logistics platform at Tanger Med, show the approach.
Choosing between Tangier, Tétouan and elsewhere
For automotive and its suppliers, Tanger Automotive City and Melloussa are the developer's reference sites, and Kenitra offers an alternative: see the guide to Kenitra and the Atlantic axis. For outsourced services (call centres, IT services), Tétouan Shore. For port-linked storage, Medhub or Fnideq. For national distribution logistics, the question goes beyond free zones: see our analysis of the State logistics strategy. As for any combination with Investment Charter premiums, reread the caveat on article 43 in the national guide: it is to be checked with the Regional Investment Centre, which supports the project and sells no land.
For the value of a plot, factory or warehouse in the Tangier and Tétouan zones, the assignment is presented on the page industrial real estate valuation in Morocco, from MAD 3,500 excl. VAT, quote within 24 hours.
- Identify the exact zone and its creation act, then check whether it is a ZAI or a business zone.
- Qualify the right held: freehold, surface right or lease from the developer.
- Gather the authorisation, its completion deadlines, the internal rules and the specifications.
- Compare with equivalent zones, not with the city's industrial land.
- Have the notary confirm the conditions for transferring the plot before any resale.
FAQ
What is the Tanger Free Zone (TFZ)?
It is a Tanger Med Zones export free zone near Ibn Battouta airport, about 440 hectares according to the press. The developer is Tanger Med (TMSA). It was reportedly created by decree 2-96-511 of 10/11/1997, per a secondary source whose Official Bulletin reference is still to be confirmed. We have not read that decree, and tangermed.ma gives no area: check its perimeter with the developer.
Is Tanger Automotive City 1,185 hectares?
That is one of the areas cited for draft decree 2.24.657 (amending decree 2.10.337 of 20 April 2011), adopted according to the press at the Government Council of 12 September 2024. The press differs on the area (1,185 or 808 hectares); publication is not verified, and the Tanger Med website mentions 720 hectares. The zone is included in the 3,000 hectares of Tanger Med Zones: they should not be added together.
Is Tétouan Shore an industrial zone?
No. It is an offshoring park, meaning offices for outsourced services, with 22,000 m² in phase one. Published areas diverge: 90 hectares on tangermed.ma, 20 hectares of which 6 developed according to 2023 press. Its status as an industrial acceleration zone is not verified.
Can you buy a plot at Tanger Med?
Developers offer plots for sale, for example 87 serviced hectares saleable since 2023 at Cité Mohammed VI Tanger Tech, as well as buildings and warehouses. We found no published price or contract template: the right obtained, ownership, surface right or lease, depends on each zone's specifications and contract.
Does the factory's tax exemption raise the land's value?
No. The regime attaches to the authorised company. Market value reflects what the market of possible buyers would pay, not the current holder's tax position. A buyer does not inherit the seller's calendar.
Why are the city's comparables not enough?
Because only a company that obtains the authorisation may operate the plot, and the plot contract may add conditions: the law itself sets no restriction on transfer, but the resale market is narrowed in practice. The report seeks its references in equivalent zones, then adjusts with written justifications; it says so when transactions are missing.
