Law 14-07 (Land Registration)

Moroccan law modernising the 1913 land title system — establishes ANCFCC-managed Titre Foncier as the gold standard of property ownership.

Detailed explanation

Law 14-07 (2011) reformed the Dahir of 12 August 1913 (still in force as the foundational text). Its innovations: digital registration, simplified condominium procedures, strengthened creditor protection, and extended nationwide registration programme. Under this regime, only Titre Foncier land provides indefeasible ownership; unregistered Melk, Habous and Collective land carry higher legal risk. Foreign buyers should always insist on TF.

Moroccan example

A Marrakech medina riad with a complete Titre Foncier valued at 8 M MAD; an equivalent riad without TF (Melk only) discounted to 6.5 M MAD (19% haircut) due to registration risk and non-mortgageable status.
